9. Storm water: In addition to sections 4 and 6, where a petroleum refinery deposits storm water and measures the flow of such water separately from that of other water contained in its liquid effluents, such refinery shall not deposit in the environment petroleum hydrocarbons (C10-C50), phenols, or suspended matter in excess of any of the standards established in the following table, added to those set out in sections 4 and 6:
